Position Overview

The Illinois Department of Commerce and Economic Opportunity (DCEO) Office of Financial Management (OFM) is seeking an experienced Program Accounting Manager to lead accounting operations for multiple state- and federally funded grant programs. This Public Service Administrator (PSA) role supervises 2 to 5 accounting staff and plays a central part in ensuring the accuracy, compliance, and integrity of the Department’s financial activities.

The ideal candidate will have deep knowledge of Federal Uniform Guidance (2 CFR 200) and Illinois’ Grant Accountability and Transparency Act (GATA). This expertise will be essential in overseeing the issuance of hundreds of grant awards each fiscal year and maintaining general ledger activity totaling more than $200 million.

OFM is looking for a detail‑oriented, analytical professional who can perform complex financial reconciliations, manage high‑volume grant accounting, and consistently meet state and federal reporting deadlines. Strong leadership, communication, and technical accounting skills are critical to success in this role.

Essential Functions 

  • Serves as the lead authority for program‑level accounting operations, ensuring compliance with state and federal requirements across multiple grant programs.
  • Provides direct supervision to 2–5 accounting staff, including assigning work, evaluating performance, coaching, and supporting professional development.
  • Manages operations of the Reconciliations Unit by developing, implementing, and maintaining accounting policies, procedures, and internal controls.
  • Directs the preparation, review, and approval of periodic and closeout Financial Status Reports (FFSRs) for sub‑grants, ensuring compliance with federal Uniform Guidance and state GATA requirements.
  • Responds to inquiries from program staff, auditors, and oversight entities by providing explanations, documentation, and technical guidance related to Accounting and Grant Systems.
  • Performs journal entries to the general ledger for assigned activities, including indirect, IT, and audit costs, using system‑generated data and reports submitted by Budget and Audit units.
  • Performs additional responsibilities as required or assigned that fall within the scope of the duties listed above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with coursework in business or public administration, finance, or accounting.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in professional accounting within a public or business organization.

Preferred Qualifications 

  • Government accounting experience — Prefer three (3) or more years of experience in government accounting.
  • Grant administration experience — Prefer three (3) or more years of experience in grant administration.
  • Supervisory experience — Prefer one (1) or more years of supervisory experience.
  • Master’s degree — Prefer a Master’s Degree in Accounting or Business Administration.
  • Excel proficiency — Prefer intermediate‑level proficiency in Microsoft Excel or other spreadsheet software programs.
  • CGMS certification — Prefer Certified Grants Management Specialist (CGMS) certification.
  • CPA license — Prefer Certified Public Accountant (CPA) license.
  • Accounting systems experience — Prefer one (1) or more years of experience with SAP accounting systems or other accounting software systems.
  • Grant management systems experience — Prefer one (1) or more years of experience with AmpliFund software or other grant management software systems.
  • Database proficiency — Preference for advanced‑level proficiency utilizing Microsoft Access or similar database systems.

  • Travel requirement — Requires the ability to travel in the performance of duties, including overnight stays as appropriate.
  • Statement of Economic Interest — This position has been found to meet the requirements of Section 4A‑101 of the Illinois Governmental Ethics Act, which requires the employee to file a Statement of Economic Interest. The Act (5 ILCS 420/4A et seq.) mandates that certain state officials and employees file annual Statements of Economic Interest with the Office of the Secretary of State, which are made available for public inspection. Employees required to file a Statement of Economic Interest must also file the Supplemental Statement of Economic Interest with the Executive Ethics Commission (See Executive Order 15‑09). Fines and penalties apply to untimely filings.
