CDPH is currently hiring a Contract Management Services Section (CMSS) Chief (Supervisor II) within our Administration’s Program Support Division (PSD). In this role, you will assist the Assistant Division Chief in planning, organizing, directing, and evaluating the ongoing operations that support the Department’s contract processing needs. This includes developing and implementing program policies, priorities, and strategies that improve processes and ensure alignment with the Departmental goals and statewide initiatives.
Key Responsibilities:
- Plans, directs, and manages the department’s exempt contracts and exempt contracting processes both centralized and decentralized to ensure legal sufficiency and timely execution
- Engages with CDPH Centers, Divisions, and Offices (CDOs) to plan for current and future contracting needs
- Works directly with CDO Managers to resolve complex contract issues and collaborates with the Department of General Services (DGS), California Department of Technology (CDT), State Controller’s Office (SCO), and CDPH Office of Legal Services (OLS) to address and reconcile differing interpretations of state contracting laws, rules, and regulations
- Collaborates with PSD stakeholders to lead the development, evaluation, and implementation of CDPH policies and guidelines related to contracts and procurement
- Engages with CDPH CDO Managers, the OLS, and DGS Procurement Division to ensure alignment and compliance
- Coordinates department-wide positions on proposed legislation impacting contracting and procurement policies
- Plans, directs, and manages the contract process functions to ensure that all contract awards comply with required Federal and State statutes and regulations, the State Administrative Manual (SAM) policies, State Contracting Manual (SCM), Government Codes, Public Contract Codes (PCC), Management Memos, DGS exemption letters and Departmental policy and procedures, and Financial Information System for California (FI$Cal)
- Plans, directs, and manages PSD’s FI$Cal responsibilities for encumbering all executed Exempt Contracts, Grants, Interagency Agreements (IAA’s), and Service Orders
- Ensures compliance with DGS, SCM, SAM, PCC and Departmental policies and procedures, and provides knowledge and expertise using the FI$Cal system and deliver consultation to program staff on complex contract and FI$Cal matters and develop resolutions
- Provides leadership and guidance in personnel planning for the CMSS, encompassing recruitment, training, staff development, mentoring, retention, succession planning, change management, communication, and team building, and provides leadership and guidance in the development and implementation of workforce management strategies for CMSS, contracting operations, and project management functions
Telework Policy and Residency Requirement:
This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program.
