Financial Aid Resources for New Jersey Dreamers

On May 9, 2018, Governor Murphy signed into law an act (P.L. 2018, c.12) that allows New Jersey students who meet the requirements of the Tuition Equality Law (P.L.2013, c.170) to apply for and participate in any student financial aid program administered by the New Jersey Higher Education Student Assistance Authority (NJHESAA). The law further directs that NJHESAA will develop procedures and forms for state financial that do not discriminate against eligible students based upon the immigration status or national origin of the student or the student’s parent(s) or guardian(s).

Who Can Apply?

Any student who:

  • Is not a U.S. Citizen or eligible noncitizen
  • Attended a NJ high school for at least three years
  • Graduated from a NJ high school or received the equivalent of a high school diploma in NJ
  • Is able to file an affidavit stating they will file an application to legalize their immigration status or will file an application as soon as they are eligible to do so

Application Process

  • Complete and submit the New Jersey Alternative Financial Aid Application via www.hesaa.org. Retain a copy of the application for your records. (Please note that submission of an application is not a guarantee of eligibility for state grants and scholarships; students must otherwise meet all eligibility requirements of the particular aid program.)
  • Provide a copy of your application to Monmouth University’s Financial Aid Office via email at finaid@monmouth.edu or by fax at 732-923-4791 or by regular mail.
  • Provide any additional information that may be requested by NJHESAA; you will receive an electronic and/or paper request for additional information.
  • Receive a notice of award eligibility from NJHESAA; Monmouth University will be notified as well.
