Whether you\u2019re helping to improve schools, protect our natural resources, or support families in need, you\u2019re part of something bigger\u2014something that touches the lives of every person who calls Illinois home.<\/p>\n<h2><strong>Position Overview:<\/strong><\/h2>\n<p>The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Special Assistant General Counsel.\u00a0 DCFS offers a competitive compensation plan, excellent benefits, and a pension program.\u00a0 The ideal candidate for this position will have excellent organizational skills and strong leadership and communication capabilities.\u00a0 We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.<\/p>\n<h2><strong>Essential Functions:<\/strong><\/h2>\n<ul>\n<li>Provides legal advice and counsel to the agency\u2019s central office management and professional staff<\/li>\n<li>Provides advice and counsel to staff of the Division of Licensing regarding any and all questions on licensing\u00a0rules, statutes, and procedures<\/li>\n<li>Provides legal advice and counsel to program staff concerning any and all questions on adoptions, guardianship,\u00a0permanency goals, and other initiatives<\/li>\n<li>Provides legal counsel to professional staff concerning any and all questions on adoptions and permanency\u00a0issues in developing case presentation and interpreting court orders, statutes, and regulations<\/li>\n<li>Serves as a liaison and provides coordination with the Attorney General\u2019s Office regarding state level appellate\u00a0cases involving the Department<\/li>\n<li>Represents the Department in administrative hearings and licensing appeals which involve some adverse\u00a0decision of actions regarding a DCFS license, such as revocation, placement hold, non-renewal, license denial, etc.<\/li>\n<li>Reviews drafts and coordinates with staff the finalization of Department Intergovernmental Agreements and\u00a0Memoranda of Understanding<\/li>\n<li>Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated\u00a0above<\/li>\n<\/ul>\n<h2><strong>Minimum Qualifications:<\/strong><\/h2>\n<ul>\n<li>Requires graduation from an accredited law school and possession of a valid license to practice law in Illinois<\/li>\n<li>Requires three years of progressively responsible administrative experience in the practice of law<\/li>\n<\/ul>\n<h2><strong>Preferred Qualifications:<\/strong><\/h2>\n<ul>\n<li>1 year of experience providing legal counsel regarding legislation, administrative rules, and procedures to a governmental\u00a0entity<\/li>\n<li>3 years of professional experience as an attorney conducting legal analysis and legal research<\/li>\n<li>1 year of professional experience as an attorney addressing licensing\/regulatory violations and enforcement matters<\/li>\n<li>1 year of professional experience as an attorney presenting and arguing legal cases in court or administrative hearings<\/li>\n<li>3 years of professional experience as an attorney working in collaboration with various internal and external entities<\/li>\n<\/ul>\n<h2><strong>Conditions of Employment:<\/strong><\/h2>\n<ul>\n<li>Requires the ability to pass a background check.<\/li>\n<li>Requires ability to travel in the performance of duties. Requires appropriate, valid driver&#8217;s license.<\/li>\n<li>Certain provisions of the revolving door restrictions contained in 5 ILCS 430\/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.<\/li>\n<li>This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant\/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420\/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
