Reports to the Vector Control Superintendent.\u00a0<\/p>\n<p><strong>ESSENTIAL JOB FUNCTIONS<\/strong> Directs and assigns work orders and related activities. Works with vector control and herbicidal chemicals and devices involved in the eradication, numeration and identification of potential nuisance, disease carrying vectors and the maintenance\/growth control of unwanted vegetation. Responsible for the effective supervision and administration to include staff development and training, performance management, employee relations, prioritizing and assigning work and related activities; advises staff on difficult issues and makes decisions on exceptional situations to manage and implement appropriate services and assistance. May respond to complaints concerning rodents, weeds and insects including mosquito infestations and related concerns from the general public; locates the breeding place(s), identifies the weeds or diseased plants and diagnoses the problem; may select, prepare and apply appropriate herbicides\/insecticides to eliminate the problems. Operates equipment such as crew trucks, pickup trucks, boats, all-terrain vehicles, foggers, sprayers and other equipment to complete assigned projects. May perform a variety of heavy manual labor such as cutting and clearing vegetation and debris; loading and unloading of materials, supplies or equipment and clearing debris, conducts site visits and provide information and guidance related to herbicide application control issues. Completes and maintains daily reports to include work performed, pesticide usage, equipment repair\/maintenance, and maintains an inventory of required pesticides\/herbicides. Performs other work as assigned.\u00a0<\/p>\n<p><strong>PERFORMANCE STANDARD<\/strong> Employees at all levels are expected to effectively work together to meet the needs of the community and the organization through work behaviors demonstrating the City\u2019s Values. Employees are also expected to lead by example and demonstrate the highest level of ethics.\u00a0<\/p>\n<p><strong>REQUIRED KNOWLEDGE<\/strong> \u2022 Vector\/Vegetation Control &#8211; Knowledge of scientific, ecological and technical principles, practices and procedures relative to vector and vegetation control, herbicide application and stormwater operations. Knowledge of methods, chemicals, tools and equipment used in maintaining and servicing vector\/vegetation control activities. Knowledge of occupational hazards and safety precautions associated with vector control activities. \u2022 Technology \u2013 Knowledge of general office equipment and personal computers and related GPS software and equipment. \u2022 Customer Service \u2013 Thorough knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services and evaluation of customer satisfaction.\u00a0<\/p>\n<p><strong>REQUIRED SKILLS<\/strong> \u2022 Judgment\/Decision Making \u2014 Evaluating the best method of research and then exercising appropriate judgment in establishing priorities and resolving complex matters. Considering the relative costs and benefits of potential actions to choose the most appropriate one. \u2022 Interpersonal Relationships \u2013 Develops and maintains cooperative and professional relationships with citizens, employees, managers, and representatives from other departments and organizations. \u2022 Computer Skills \u2013 Utilizes a personal computer with word processing, spreadsheet and related software with reasonable speed and accuracy.\u00a0<\/p>\n<p><strong>REQUIRED ABILITIES<\/strong> \u2022 Communication \u2013 Excellent ability to communicate complex ideas and proposals effectively so others will understand to include preparation of reports, agendas, and policies. Excellent ability to listen and understand information and ideas presented verbally and in writing. \u2022 Time Management \u2013 Ability to plan and organize daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology.\u00a0<\/p>\n<p><strong>EDUCATION AND EXPERIENCE<\/strong> Requires a high school diploma and 1-2 years of related experience in vector control and vegetation operations or a related construction field and supervisory experience or any equivalent combination of education and experience. <i><strong>The Virginia Department of Agriculture and Consumer Services Category 60 \u2013 Registered Technician Certification is also required.\u00a0<\/strong><\/i><\/p>\n<p><strong>ADDITIONAL REQUIREMENTS<\/strong> Requires satisfactory results from a pre-employment medical evaluation; pre-employment substance abuse testing and is subject to random alcohol and controlled substance testing. Requires a valid Virginia Driver\u2019s License with an acceptable driving record. Must obtain a Commercial Driver\u2019s License (CDL) permit prior to employment and complete the practical portion of the CDL test within 60 days of employment. Must successfully complete the required National Incident Management System (NIMS) Incident Command System Certifications within one year of employment. The job is considered Essential Personnel and will be required to work during and following natural disasters and emergency situations.\u00a0<\/p>\n<p><strong>PHYSICAL REQUIREMENTS<\/strong> \u2022 Tasks require the ability to exert very moderate physical effort in light work. \u2022 Some combination of stooping, kneeling, crouching and crawling. \u2022 Some lifting, carrying, pushing and\/or pulling of objects and materials of moderate weight (10-20 pounds<strong>).
