The Apprenticeship Initiative Manager is responsible for leading the compliance program within an assigned portfolio of state agencies. Based in the Springfield, IL office, this position serves as the primary point of contact for state agencies and contractors, providing guidance, training, and technical assistance while enforcing compliance requirements.<\/p>\n<p>This role offers an exciting opportunity for someone who enjoys leading programs in a challenging, fast\u2011paced environment. We welcome qualified candidates who want to contribute to an innovative initiative that positively impacts the lives of Illinois residents.<\/p>\n<p><strong><u>Essential Functions<\/u><\/strong><br \/>\u2022 Under general direction, performs professional duties representing the State of Illinois by assisting the Senior Apprenticeship Program Manager with Illinois Works 10% and 5% Apprenticeship requirement compliance.<br \/>\u2022 Receives, processes, reviews, and makes initial determinations on Illinois Works 10% and 5% Apprenticeship grantee and contractor paperwork and required supporting documentation.<br \/>\u2022 Develops, maintains, and implements internal deadlines to ensure timely task processing, serving as the central point of contact for Illinois Works 10% and 5% Apprenticeship reporting.<br \/>\u2022 Serves as team leader for the Apprenticeship Compliance Section by providing support, coaching, and fostering collaboration.<br \/>\u2022 Performs other duties as required or assigned that are reasonably within the scope of the responsibilities listed above.<\/p>\n<p><strong><u>Minimum Qualifications<\/u><\/strong><br \/>\u2022 Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.<br \/>\u2022 Requires two (2) years of responsible administrative experience in a public or business organization.<\/p>\n<p><strong><u>Specialized Skills<\/u><\/strong><br \/>\u2022 Requires two (2) years of experience in compliance administration, including enforcing compliance requirements and evaluating project or program data.<br \/>\u2022 Requires two (2) years of experience leading an apprenticeship\u2011related program for a public or private organization.<\/p>\n<p><strong><u>Preferred Qualifications<\/u><\/strong><br \/>\u2022 Prefers two (2) years of experience in compliance administration, including enforcing compliance requirements and evaluating project or program data.<br \/>\u2022 Prefers two (2) years of experience leading an apprenticeship\u2011related program for a public or private organization.<br \/>\u2022 Prefers two (2) years of experience in construction project management.<br \/>\u2022 Prefers two (2) years of experience reviewing and interpreting federal and state policies, procedures, and statutes related to an Apprenticeship Initiative or capital construction projects.<br \/>\u2022 Prefers two (2) years of experience reviewing, analyzing, and revising business processes and procedures to improve quality of outcomes.<br \/>\u2022 Prefers two (2) years of experience interacting, communicating, and presenting in verbal and\/or written form with internal and external stakeholders.<br \/>\u2022 Prefers two (2) years of experience serving as a team leader and providing training to staff.<br \/>\u2022 Prefers intermediate\u2011level skills in Microsoft Office software and SharePoint to document workflow and generate reports.<\/p>\n<p><strong><u>Conditions of Employment<\/u><\/strong><br \/>\u2022 Requires completion of a background check and self\u2011disclosure of criminal history.<br \/>\u2022 Requires the ability to travel in the performance of duties, with overnight stays as appropriate.<br \/>\u2022 Requires a valid, appropriate driver&#8217;s license.<br \/>\u2022 Overtime is a condition of employment.
