The\u00a0Division of Contracts and Purchasing (DCP) is responsible for shepherding, managing, and registering all contracts, as well as for maintaining oversight of non-contracted spend. DCP is governed by the Procurement Policies &amp; Procedures (PPP).<\/p>\n<p>\u00a0<\/p>\n<p>The Contract Registration Consultant\u00a0is responsible for\u00a0processing procurement documents of all\u00a0New York City Public Schools (NYCPS)\u00a0contracts that exceed $25,000 for registration with the NYC Comptroller\u2019s Office.<\/p>\n<p>\u00a0<\/p>\n<p><strong>Reports to:<\/strong>\u00a0Contract Registration\u00a0Supervisor\u00a0<\/p>\n<p>\u00a0<\/p>\n<p><strong>Direct Reports:\u00a0<\/strong>N\/A\u00a0<\/p>\n<p>\u00a0<\/p>\n<p><strong>Key Relationships:\u00a0<\/strong>Works closely with all Division of Contracts and Purchasing (DCP) staff, Office of Management and Budget (OMB), the New York City Public School (NYCPS) Office of Equal Opportunity (OEO), Office of Supplier Diversity (OSD), the New York City Comptroller\u2019s Office; and other internal and external offices, as necessary.<\/p>\n<p>\u00a0<\/p>\n<p><strong>Responsibilities<\/strong><\/p>\n<p>\u00a0<\/p>\n<ul>\n<li>Facilitates communication between the prospective vendors and DCP procurement teams to ensure all required registration documents for community based and non-profit vendors are obtained and accurately completed.<\/li>\n<li>Provides process-based information to schools\u00a0and central office-based clients on matters concerning the contract registration process for community-based vendors.\u00a0<\/li>\n<li>Collaborates with staff in the DCP vendor investigation units to adjust\u00a0possible discrepancies\u00a0to ensure that all documents needed for registration are obtained.\u00a0<\/li>\n<li>For moderately complex to complex procurements, reviews and prepares contracts for registration with the NYC Comptroller\u2019s Office,\u00a0coordinating the receipt of documentation\u00a0required\u00a0for registration, ensuring the\u00a0submitted\u00a0documents are complete, consistent and the legally required justifications are provided for the type of procurement.\u00a0<\/li>\n<li>Works\u00a0closely with DCP Procurement Analysts to adjust documents for any discrepancies and to obtain answers to questions from the Comptroller\u2019s Office and the OMB.\u00a0<\/li>\n<li>Assists\u00a0in responding to inquiries by researching historical contract information in various databases.<\/li>\n<li>Utilizes NYCPS database systems, including CTS, FMS, FAMIS, and OASIS, to ensure accurate registration, tracking, and management of vendor contracts.<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<p><strong>Qualification Requirements:<\/strong>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p><strong>Minimum\u00a0<\/strong>\u00a0<\/p>\n<p>\u00a0<\/p>\n<ol>\n<li>A baccalaureate degree from an accredited college and two (2) years of experience in an area related to the duties described above<\/li>\n<\/ol>\n<p><strong>Preferred<\/strong>\u00a0<\/p>\n<p>\u00a0<\/p>\n<ul>\n<li>Strong\u00a0interpersonal skills in dealing with education and non-education personnel, internal and external to NYCPS.<\/li>\n<li>Experience reviewing and evaluating documentation related to procurement programs, including contract materials, provider submissions, and background review materials.\u00a0<\/li>\n<li>Demonstrated ability to collect,\u00a0organize\u00a0and track data and reports using internal authorization and tracking systems.\u00a0<\/li>\n<li>Excellent presentation skills, with the ability to communicate clearly with municipal oversight agencies, and internal stakeholders.\u00a0<\/li>\n<li>Experience working in a team environment,\u00a0strong organizational skills and attention to detail and\u00a0adherence to deadlines and the ability to multitask.\u00a0<\/li>\n<li>Familiarity with\u00a0NYCPS specific\u00a0enterprise\u00a0systems such as FAMIS, CTS, and\u00a0CPS.\u00a0<\/li>\n<li>Proven ability to work collaboratively across divisions, including coordination with program offices, legal, financial, and other relevant\u00a0entities.\u00a0<\/li>\n<li>Ability to exercise independent judgment and initiative in coordinating complex activities within established policies and procedures.\u00a0<\/li>\n<li>Experience supporting program monitoring and internal review processes related to vendor services.\u00a0<\/li>\n<li>Proficiency\u00a0in Microsoft Office 365 applications and internet research tools.\u00a0<\/li>\n<li>Self-starter with a sense of urgency who can adapt to changing priorities and work effectively in a fast-paced environment.<\/li>\n<li>Attention to detail and able to follow-through.<\/li>\n<li>Time management skills, especially when handling multiple high-priority projects simultaneously.<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<p><strong>Salary<\/strong>: $40 hourly rate<\/p>\n<p>\u00a0<\/p>\n<p>(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their
