Work involves evaluating and recommending policy and procedural process improvements through various forms of analysis and evaluation. Work is performed under regular supervision and is evaluated through observation, conferences, and review of work. Position works closely with the City\u2019s Administration Department and Management Team, and reports to the Budget &amp; Evaluation Director.<\/p>\n<p><strong><u>Essential Job Functions<\/u><\/strong><\/p>\n<p>\u00b7Assists management with budget preparation, by developing best practices, policies and procedures, complying with Local\u00a0 \u00a0Government Budget and Fiscal Control Act, and existing policies and rules.<\/p>\n<p>\u00b7Analyzes and monitors department and fund budgets by generating and reviewing reports, preparing reports for staff,\u00a0management, and Council.<\/p>\n<p>\u00b7Assists with questions, reviews and approves change requests, identifies budget overruns, implements corrective actions, analyzes trends, prepares council agenda items with budget impacts.<\/p>\n<p>\u00b7Assist in the preparation of the City budget by researching and analyzing revenue sources evaluates the impact of economic\u00a0 \u00a0variables.<\/p>\n<p>\u00b7Forecasts revenues and expenditures in all budgeted funds.<\/p>\n<p>\u00b7Works closely with department heads to understand services, assist in developing budgets and outcomes and monitoring\u00a0 \u00a0progress.<\/p>\n<p>\u00b7Assists departments with input of departmental requests into computerized budgeting system.<\/p>\n<p>\u00b7Prepares ad hoc financial reports, statistical analysis and presentation as required.<\/p>\n<p>\u00b7Analyzes enterprise fund rates.<\/p>\n<p>\u00b7Provides departments and management with complex management and research analysis used to drive organizational and\u00a0 \u00a0budgetary decision-making.<\/p>\n<p>\u00b7Performs thorough programmatic, service, and policy analysis of budget requests and makes associated recommendations to\u00a0 \u00a0the City Manager.<\/p>\n<p>\u00b7Develops and completes various budget and financial reports as needed or requested.<\/p>\n<p>\u00b7Recommends budget amendments.<\/p>\n<p>\u00b7Develops and prepares budget documents, presentations and applications for GFOA Budget Award.<\/p>\n<p>\u00b7Generates variety of spreadsheets and graphics depicting financial conditions and status.<\/p>\n<p>\u00b7Performs complex research.<\/p>\n<p>\u00b7Provides financial support to various departmental inquiries.<\/p>\n<p>\u00b7Assists with annual audit.<\/p>\n<p>\u00b7Provides back up where needed for absent staff members.<\/p>\n<p>\u00b7Performs other related job duties as assigned.<\/p>\n<p>\u00a0<\/p>\n<p><strong>FLSA\u00a0Status:\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0Non-Exempt\u00a0<\/strong><\/p>\n<p><strong>Work Schedule:\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 Monday &#8211; Friday 8 am -5 pm<\/strong><\/p>\n<p><strong>Hiring Salary Range:\u00a0 \u00a0 $56,633 &#8211; $86,803\u00a0 \u00a0\u00a0<\/strong><\/p>\n<p><strong>*Possession of a valid driver\u2019s license to operate a motor vehicle is a requirement at the time of hire and as a condition of continued employment.<\/strong><\/p>\n<p>\u00a0<\/p>\n<p><strong>CAREER LADDER FOR MANAGEMENT ANALYST &#8211; BUDGET<\/strong><\/p>\n<p>\u00a0<\/p>\n<p><i><strong><u>Qualifications for Management Analyst -Budget I &#8211; Pay Grade 16<\/u><\/strong><\/i><\/p>\n<p><i><u>Education and Experience:<\/u><\/i><\/p>\n<p>Bachelor\u2019s Degree in related area; and 1 year of experience in Public Sector Budgeting and\/or Analysis. \u00a0Master\u2019s Degree in Public Administration or related field, is preferred.<\/p>\n<p>\u00a0\u00a0<\/p>\n<p><strong><u>Qualifications for Management Analyst &#8211; Budget II &#8211; Pay Grade 18\u00a0<\/u><\/strong><\/p>\n<p><i><u>Education and Experience:<\/u><\/i><\/p>\n<p>Bachelor\u2019s Degree in related area; and 3 years of experience in Public Sector Budgeting and\/or Analysis;\u00a0A Master\u2019s Degree in Public Administration or related field, is preferred.
