Provides customer service and technical\u202fassistance\u202fto internal staff\u202fregarding\u202foutlay review and processing for TWDB financial\u202fassistance\u202fprograms, including the Drinking and Clean Water State Revolving Fund programs. Reviews invoices, and analyzes and approves outlays\u202frequired\u202fin support of disbursement requests for federal programs. Coordinates closely with the Outlays and Escrows Department and the Regional Water Project Development&#8217;s (RWPD) team managers and engineering staff as needed. Ensures ongoing success of projects, and timely review and approval of disbursement requests (outlays) following procedures and programmatic requirements. Ensures all documents are\u202fmaintained\u202fwith exemplary organization and quality, and accurately prepared for review and payment processing\/release\u202fin a timely manner. May train others. Works under\u202fmoderate to\u202fgeneral supervision, with\u202flimited\u202flatitude for the use of initiative and independent judgment. Reports to the Manager of the Disbursement Review Department. \u00a0<\/p>\n<p><strong><u>ESSENTIAL JOB FUNCTIONS<\/u><\/strong><\/p>\n<ul>\n<li>Analyzes and approves disbursement requests in the form of outlay reports\u202fsubmitted\u202fto the TWDB\u202fin accordance with\u202fapproved procedures and programmatic requirements. \u00a0<\/li>\n<li>Ensures that\u202fall documents are\u202faccurate\u202fand\u202fmaintained\u202fwith exemplary organization and quality and are\u202faccurate\u202ffor review and payment processing and\/or release. \u00a0<\/li>\n<li>Reviews budgets, invoices, and incoming outlays. \u00a0<\/li>\n<li>Coordinates closely with RWPD engineering staff on project status and project budgets issues. \u00a0<\/li>\n<li>Coordinates closely with PAR on outlay processing. \u00a0<\/li>\n<li>Processes information by auditing and verifying financial data. \u00a0<\/li>\n<li>Must be detailed oriented. \u00a0<\/li>\n<li>May train others. four-year college or university with a bachelor\u2019s degree in Public Administration, Planning, Science, Business, Finance, or a related field. \u00a0<\/li>\n<li>\n<strong>Professional\u202fExperience: \u00a0<\/strong><\/p>\n<ul>\n<li>\n<strong>Program Specialist I:\u202f<\/strong>One year of relevant work experience in finance and\/or accounting. \u00a0<\/li>\n<li>\n<strong>Program Specialist II:\u202f<\/strong>Two years of relevant work experience in finance and\/or accounting. QUALIFICATIONS<\/u><\/strong><\/p>\n<ul>\n<li>Previous\u202fexperience with government payment processing. \u00a0<\/li>\n<li>Previous\u202fexperience with federal funding programs. \u00a0<\/li>\n<li>Experience working on publicly funded infrastructure projects, including familiarity with the\u202fdifferent phases of infrastructure projects and how projects progress from planning through construction. \u00a0<\/li>\n<li>Experience processing, reviewing, or creating invoices and\/or payment requests. \u00a0<\/li>\n<li>Advanced-level skills with Microsoft Office Suite, primarily Excel, Word, and Outlook. \u00a0<\/li>\n<li>Experience using other Microsoft applications including Teams, Planner, and SharePoint. \u00a0<\/li>\n<\/ul>\n<p><strong><u>KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)<\/u><\/strong><\/p>\n<ul>\n<li>Knowledge of local, state, and federal laws and regulations relevant to the Regional Water Project Development Division.<\/li>\n<li>Knowledge of the principles
