Position Summary
\u2022 \u00a0 \u00a0Our client is seeking an experienced Senior Data Manager to lead the data governance, architecture oversight, migration strategy, and enterprise data quality initiatives for the Data Modernization Program supporting ALI and GIMS modernization efforts.
\u2022 \u00a0 \u00a0This role will provide strategic leadership across data architecture, governance, security, migration planning, and cloud data management while coordinating with business stakeholders, architects, developers, and implementation partners.
\u2022 \u00a0 \u00a0The ideal candidate will possess strong expertise in Azure cloud data ecosystems, enterprise data governance, master data management, and large-scale modernization programs.<\/p>\n
Key Responsibilities
\u2022 \u00a0 \u00a0Lead enterprise-wide data governance and data management activities for the CMS Data Modernization initiative.
\u2022 \u00a0 \u00a0Define and oversee Azure cloud data architecture standards including Azure Data Lake Storage (ADLS), Azure SQL, Dataverse, and related Azure services.
\u2022 \u00a0 \u00a0Establish and manage enterprise data governance frameworks including metadata management, lineage, classification, RBAC, ABAC, and Key Vault security standards.
\u2022 \u00a0 \u00a0Design and govern multizone data lake architecture models (Bronze\/Silver\/Gold) supporting analytics and operational workloads, including Data Lake \/ Lakehouse \/ Enterprise Data Warehouse (EDW) architecture patterns.
\u2022 \u00a0 \u00a0Serve as technical lead for ingestion contracts, defining standards, schemas, validation rules, and interface governance across upstream and downstream systems.
\u2022 \u00a0 \u00a0Provide architectural governance and authorship of Architecture Decision Records (ADRs), ensuring consistent platform technology decisions across the program.
\u2022 \u00a0 \u00a0Perform Dataverse schema review and governance to ensure alignment with enterprise data models and integration standards.
\u2022 \u00a0 \u00a0Coordinate master data management (MDM) and data cleanup activities across implementation teams, business SMEs, and technical stakeholders.
\u2022 \u00a0 \u00a0Develop data quality, validation, profiling, reconciliation, and reporting standards.
\u2022 \u00a0 \u00a0Oversee end-to-end data migration planning, governance, cutover readiness, and validation processes.
\u2022 \u00a0 \u00a0Ensure compliance with SSN\/PII protection standards including encryption, masking, tokenization, and audit controls.
\u2022 \u00a0 \u00a0Partner with application teams supporting Dynamics 365 and Power Platform integrations.
\u2022 \u00a0 \u00a0Establish data usage monitoring, metering, and governance reporting processes.
\u2022 \u00a0 \u00a0Coordinate activities across analysts, developers, architects, SMEs, and business stakeholders.
\u2022 \u00a0 \u00a0Provide executive-level reporting, risk management, and strategic guidance to leadership.<\/p>\n
Required Qualifications
\u2022 \u00a0 \u00a07+ years of experience in enterprise data management, cloud data architecture, or data modernization initiatives.
\u2022 \u00a0 \u00a0Strong expertise with Azure cloud data technologies including ADLS, Azure SQL, Dataverse, and Azure governance tools.
\u2022 \u00a0 \u00a0Experience implementing enterprise data governance and metadata management frameworks.
\u2022 \u00a0 \u00a0Deep understanding of data lake architecture, ETL\/ELT processes, and migration governance.
\u2022 \u00a0 \u00a0Experience with Azure Purview, RBAC, ABAC, Key Vault, and cloud security controls.
\u2022 \u00a0 \u00a0Strong understanding of SSN\/PII protection and compliance requirements.
\u2022 \u00a0 \u00a0Experience supporting Dynamics 365 and Power Platform data integrations.
\u2022 \u00a0 \u00a0Excellent communication, stakeholder management, and leadership skills.
\u2022 \u00a0 \u00a0Experience leading cross-functional teams in large modernization programs.<\/p>\n
Preferred Qualifications
\u2022 \u00a0 \u00a0Experience working within public sector or government environments.
\u2022 \u00a0 \u00a0Azure certifications related to Data Engineering or Cloud Architecture.
