SUMMARY<\/strong><\/p>\n<p style=\"text-align:justify\">\u00a0<\/p>\n<p style=\"text-align:justify\">The Human Resources Specialist is in the consolidated human resources department, which supports the United States District and Bankruptcy Courts for the District of Columbia and the United States Probation Office (including law enforcement and non-law enforcement positions).\u00a0The incumbent performs and coordinates administrative, technical, and professional work related to human resources programs on a district-wide basis.\u00a0 This includes ensuring compliance with the appropriate guidelines, policies, and approved internal controls.\u00a0 The incumbent reports to the Human Resources Manager.<\/p>\n<p style=\"text-align:justify\">\u00a0<\/p>\n<p style=\"text-align:justify\"><strong>DUTIES AND RESPONSIBILITIES<\/strong><\/p>\n<p style=\"text-align:justify\">\u00a0<\/p>\n<ul>\n<li style=\"text-align:justify\">Process a variety of human resources and payroll actions such as appointments, promotions, separations, terminations, within grade increases, and changes to benefits elections.\u00a0 Maintain automated personnel record system.\u00a0 Process workers compensation claims forms.\u00a0 Gather data for required reports, such as telework, fair employment practices, and workers compensation.<\/li>\n<li style=\"text-align:justify\">Conduct assigned recruitment efforts, such as preparing position descriptions and vacancy announcements and ensuring positions are advertised according to the needs of the court unit, reviewing applications for completeness, scheduling interviews, administering tests, and maintaining recruitment files.\u00a0<\/li>\n<li style=\"text-align:justify\">Issue new employee credentials and identification cards.<\/li>\n<li style=\"text-align:justify\">Maintain and monitor human resources records, including payroll and leave records using the Human Resource Management Information System (HRMIS) or other electronic database, adhering to national and court guidelines.\u00a0 Track and enter time sensitive data, such as employees\u2019 date of promotion, performance evaluations, and step increases.\u00a0 Maintain leave and timekeeping records.<\/li>\n<li style=\"text-align:justify\">Perform training activities related to human resources matters, such as preparing materials and resources and scheduling resources (e.g., meeting rooms, web-based resources, etc.), and developing training materials.<\/li>\n<li style=\"text-align:justify\">Assist with fingerprinting all new employees and contractors (for the Probation Office, the District and Bankruptcy Courts, and the Federal Public Defender\u2019s Office) and conduct background checks and investigations (including drug tests and medical examinations for law enforcement officers) in accordance with the <i>Guide to Judiciary Policy<\/i>.<\/li>\n<li style=\"text-align:justify\">Assist with benefits program coordination, including maintaining and distributing benefits materials, processing forms, addressing routine benefits questions, resolving benefits issues, and conducting health fairs.<\/li>\n<li style=\"text-align:justify\">Assist with employee recognition programs.\u00a0Assist in the coordination of human resources-related events.\u00a0 Communicate human resources policy information.\u00a0 Assist with intern program to include conducting employee orientations.<\/li>\n<li style=\"text-align:justify\">Assist the Human Resources Manager with higher level human resources functions, requiring in depth subject matter expertise, and extensive specialized human resources experience.<\/li>\n<li style=\"text-align:justify\">Serve as a liaison between human resources, court personnel, and other entities.<\/li>\n<li style=\"text-align:justify\">May act as a lead for other human resources staff, providing guidance and training, ensuring the accuracy of forms and documents. Assist and serve as a back-up to the Human Resources Technician.<\/li>\n<li style=\"text-align:justify\">Serve as a back-up to the Human Resources Manager.<\/li>\n<li experience in at least one but preferably two or more functional areas of human resources management and administration (classification, staffing, training, employee relations, etc.) that provided style=\"text-align:justify\"><strong>Preferred Experience:\u00a0<\/strong>Human resources administration experience in the Federal Judiciary is highly preferred.<\/p>\n<p style=\"text-align:justify\">Experience in a legal or court environment is highly preferred.<\/p>\n<p style=\"text-align:justify\">Must have excellent interpersonal skills, the ability to communicate effectively both verbally and in writing is critical and maintain complete and accurate records and files.\u00a0<\/p>\n<p style=\"text-align:justify\">Must have strong customer service skills with the
