Charles Willow (Chang-Hoon Yoo in direct Korean translation) was born on January 9, 1966 in Seoul, Korea. He received his B.Sc. degree in Industrial Engineering in February, 1987 at the Hanyang University, Seoul 133-791, Korea. He then entered the graduate program at Hanyang University and received his M.Sc. degree in Industrial Engineering in February 1989, specializing in manufacturing systems engineering.
He was appointed the best teaching assistant from the computer center at Hanyang University for two consecutive years (1987 and 1988), during which he was also nominated as the interim deputy of the International Cooperation Board, a member of the Presidential aides (viz. as a simultaneous interpreter; English to Korean and vice versa) of the Republic of Korea (ROK).
He completed the mandatory military service for Korean male nationals from August 1989 through January 1990, and was discharged from the 9th Paratrooper [viz. the Black Berets] brigade of the Korean Army as a second lieutenant. Charles subsequently joined IBM Korea in March 1990 and was transferred to IBM London where he worked as a systems engineer. He left IBM in June 1991 and worked for Systems Technology Management (STM), Inc., a consortium between EDS of the U.S. and LG, Inc. of ROK in Seoul, Korea for two months.
Charles joined the doctoral program at Texas A&M University in Fall 1991 to pursue further graduate education. In August 1996, he received an M.Sc. degree in Industrial Engineering from Texas A&M (College Station, TX, USA). He was a research assistant for the Knowledge-Based Systems (KBS) laboratory from Fall 1992 to Spring 1996.
Charles was admitted to the doctoral program at the Industrial Engineering department of the University of Houston, Texas, during the summer of 1996. He completed his doctoral studies in the spring semester of 1999. His concentrated area of study for his doctorate is in the field of information systems and technology, systems engineering, management science, and systems design and planning.
Charles has to his credit 5 publications on recognized international journals such as ACM Transactions on Information Systems, IEEE Transactions on Engineering Management, and the International Journal of Production Research, and is in the stage of four additional submittals as of December 1998.
Charles is a member of the Association of Computing Machinery (ACM), the Institute of Electrical and Electronic Engineers (IEEE), the Institute of Industrial Engineers (IIE), the American Society of Manufacturing Engineers (ASME), the Korean Association of Simultaneous Interpreters (KASI), the International Simultaneous Interpreters Society (ISIS), and the International Judo Federation (IJF).
He currently is an associate professor of MIS at Monmouth University, works on a freelance basis as a designated simultaneous interpreter (i.e., English/Korean) for the United Nations, and practices Judo occasionally (-60kg, extra light weight division). He held similar positions and duties at the New York Institute of Technology (NYIT) from Spring 2000 through Spring 2004.
